Dwight: I am ready for my performance review. [제 근무 평가를 기다리고 있는데요.] Okay, great. 알았어. 좋아, Your performance has been (2)______. 자네의 근무는 적절했네.

회사의 일에는 거의 관심도 없는 마이클은 드와이트의 근무에 대해 딱 한마디로 표현하며 근무평가를 합니다. 단지 젠과 둘만의 시간을 만들기 위해 공적인 업무를 소홀히 여기는 마이클의 태도에 젠은 경악합니다.

Michael Scott: You may leave. Goodbye. [가도 좋아. 잘가.]

Jan: Is this how you've been conducting all the reviews, Michael? [이게 당신이 근무평가 해오던 방식 인가요, 마이클?]

Michael Scott: Good. Okay, Dwight, leave. [좋아. 좋아 드와이트 나가줘.]

Most Vital Is Fundamental Prevention of Recurrences (가장 중요한 것은 근본적인 재발 방지책이다)

The political leaders' handling of the tragic clash between police and protesters that cost six lives Tuesday is disturbingly inappropriate.

화요일 6명의 생명을 앗아간 경찰과 시위대 간의 비극적인 충돌을 다루는 정치 지도자들의 태도가 심란하리 만큼 부적절하다.

Rival parties are just wrangling over which should come first _ the disciplining of the Seoul police chief who approved the premature and ill-prepared operation to evict illegal occupiers, or finding the exact cause of the incident that burnt five civilians and one police officer to death.

여야는 그저 이 성급하고 준비 안된 불법 점거자들의 퇴거작전을 승인한 서울경찰청장을 먼저 징계할 것인지 혹은 다섯 명의 민간인과 경찰관 한 사람을 불에 타 죽게 한 이 사건의 정확한 원인을 먼저 밝혀야 하는지 승강이를 벌이고 있을 뿐이다.

Under normal circumstances, the governing Grand National Party's allegation that a probe should be made first has reasons. It is apparent to anyone's eyes, however, the disaster could have been prevented had the police put the citizens' safety ahead of hasty crackdown such as by trying to persuade them sufficiently or at least taken some safety steps.

정상적인 상황 하에서라면 조사가 우선 이루어져야 한다는 한나라당의 주장은 일리가 있다. 그러나 경찰이 충분한 설득을 시도하는 등 시민의 안전을 성급한 탄압보다 우선 시켰거나 최소한 몇몇 안전조치라도 취했다면 이 사건은 막을 수 있었다는 것은 누가 보기에도 명백하다.

Seoul police chief Kim Seok-ki, who was tapped as the national police chief by President Lee Myung-bak a few days before, is completely inexcusable in that he failed to make minimal precautionary steps before jumping to the last resort.

사건 이틀 전 이명박 대통령에 의해서 경찰청장으로 임명된 김석기 서울 경찰청장은 이러한 최소한의 예방조차도 없이 곧바로 최후의 수단을 택했다는 점에서 변명의 여지가 전혀 없다.

Come to think of it, however, dismissing him could prove to be the most lenient punishment, given the legal violations his underlings committed such as conducting autopsy without permission by the bereaved families, let alone their failure to abide by the basic principles in shattering civilians' resistance.

그러나 생각해 보면 민간인들의 저항을 분쇄함에 있어 지켜야 할 기본 수칙은 물론이고 유족의 허락도 없이 부검을 하는 등 그의 부하들이 저지른 범법 행위들을 볼 때 그를 해고하는 것은 오히려 가장 관대한 처벌이 될 것이다.

Some governing party officials say members of the national association of evicted tenants could have set off the fire as a defense or ``suicidal tactic." But the inclusion of some ``professional demonstrators" should be no reason that police can make light of the safety of citizens fighting for their right to live. On a second through, was it not the government that gave rise to this tenants' associations in the first place with its unreasonable urban redevelopment policy and ruthless eviction of needy people.

일부 여당 사람들은 전국 철거민 연합회의 회원들이 방어나 ``자살 작전"으로 방화했을 수도 있다고 말한다. 그러나 일부 ``전문 시위꾼" 들이 끼어있다는 것이 경찰이 생존권을 위해 싸우는 시민들의 안전을 무시해도 좋다는 이유는 될 수 없다. 한번 더 생각해만?애당초 비합리적인 도시 재개발 계획과 빈민들에 대한 무자비한 철거로 이러한 단체가 생기도록 만들어 준 것은 정부가 아니었던가?

President Lee called the deaths ``heart-rending" Wednesday, stressing such an incident would never happen again. Unfortunately, however, similar tragedies are always likely to recur as long as the government's serious reexamines its reckless redevelopment of urban quarters, which drive out tenants by force _ mostly by employing hooligans _ while making compensation falling far short of maintaining the tenants' residential and income situations.

이전 주민들이 재건축된 아파트나 상가로 재정착 하는 비율이 20퍼센트미만에 머무는 마당에 이것은 이름만 다를 뿐 추방이나 마찬가지이다.

So the first thing the government should do is to increase the compensation to a ``realistic level," by revising the related regulations. It should demand concession from private and state-run land developers and homebuilders, who reportedly have to cook their books to make profits appear smaller than they actually are.

그러므로 정부가 첫 번째로 할 일은 관련 규정을 고쳐서 보상을 ``현실적인 수준"으로 늘리는 것이다. 들리는 말로는 이익을 실제보다 적게 보이려고 분식회계를 한다는 민간 및 국영 토지 개발업자나 주택 건설업자들에게 양보를 요구해야 한다.

전문가들 "일초다강시대 전개될 것"





"초강대국 美와 여러 강대국 공존…美 약해졌어도 패권 한동안 유지"

“미국은 여전히 지구상에서 가장 부강하고 강력한 나라입니다(We remain the most prosperous, powerful nation on Earth).”

버락 오바마 미 대통령이 지난 20일 취임사를 통해 천명한 이 문구는 과장된 말이 아니다.

지구상의 어떤 나라도 미국이 지닌 힘에 필적하지 못한다. 미 국방비 규모는 2007년 5500억달러를 훌쩍 넘기며 전 세계 국방비 총액의 절반 정도를 차지했다. 경제력에서도 미국의 힘은 세계 최고다. 미국의 국내총생산(GDP)은 2008년 14조달러로 전 세계 GDP의 20%에 육박했다.

많은 전문가들은 이런 통계를 근거로 미국의 패권이 상당 기간 유지될 것이라는 분석을 하고 있다.

하버드대의 금융역사학자인 니얼 퍼거슨 교수는 “유럽연합(EU)이나 중국이 21세기 안에 미국을 대체할 수 있는 경제강국으로 부상하기 힘들다”면서 “미국의 헤게모니가 약화되겠지만 서서히 시간을 두고 진행될 것”이라고 진단했다.

진찬룽(金燦榮) 중국 인민대 국제관계학원 부원장도 최근 한 언론 인터뷰에서 “미국이 예전보다 약해졌다고 해도 미국의 패권은 한동안 유지될 것”이라며 “중국 학자들은 대부분 미국이라는 초강대국과 여러 강대국이 공존하는 ‘일초다강(一超多强)’ 시대가 전개될 것으로 보고 있다”고 말했다.

물론 자크 사피르처럼 “21세기는 경제적으로, 지정학적으로 다극적 질서의 세기”라며 “오늘날 일극 질서는 소멸했으며, 당분간 부활하기도 힘들며, 미국 헤게모니는 점점 더 격렬한 도전을 받게 될 것”이라고 주장하는 이들도 있다.

[WT논평] Global cooling?

Actually, the odds are rising that snow, ice and cold will grow increasingly common. As serious scientists repeatedly explain, global cooling is here. It is chilling temperatures and so-called “global-warming.”

According to the National Climatic Data Center, 2008 will be America’s coldest year since 1997, thanks to La Nina and precipitation in the central and eastern states. Solar quietude also may underlie global cooling. This year’s sunspots and solar radiation approach the minimum in the sun’s cycle, corresponding with lower Earth temperatures. This echoes Harvard-Smithsonian astrophysicist Dr. Sallie Baliunas’ belief that solar variability, much more than CO2, sways global temperatures.

Meanwhile, the National Weather Service reports that last summer was Anchorage’s third coldest on record. “Not since 1980 has there been a summer less reflective of global warming,” Craig Medred wrote in the Anchorage Daily News. Consequently, Alaska’s glaciers are thickening in the middle. “It’s been a long time on most glaciers where they’ve actually had positive mass balance,” U.S. Geological Survey glaciologist Bruce Molnia told Mr. Medred Oct. 13. Similarly, the National Snow and Ice Data Center found that Arctic sea ice expanded 13.2 percent this year, or a Texas-sized 270,000 square miles.

Across the equator, Brazil endured an especially cold September. Snow graced its southern provinces that month.

“Global Warming is over, and Global Warming Theory has failed. There is no evidence that CO2 drives world temperatures or any consequent climate change,” Imperial College London astrophysicist and long-range forecaster Piers Corbyn wrote British members of Parliament on Oct. 28. “According to official data in every year since 1998, world temperatures have been colder than that year, yet CO2 has been rising rapidly.” That evening, as the House of Commons debated legislation on so-called “global warming,” October snow fell in London for the first time since 1922.

These observations parallel those of five German researchers led by Professor Noel Keenlyside of the Leibniz Institute of Marine Sciences. “Our results suggest that global surface temperature may not increase over the next decade,” they concluded in last May’s Nature, “as natural climate variations in the North Atlantic and tropical Pacific temporarily offset the projected anthropogenic (man-made) warming.”

So, is this all just propaganda concocted by Chevron-funded, right-wing, flat-Earthers?

실제로 눈과 얼음, 한파가 점점 더 많이 보편화될 가능성이 커지고 있다. 진지한 과학자들이 거듭 설명하는 바와 같이 지구 냉각화 현상이 나타나고 있다. 이는 기온과 소위 “지구 온난화”에 찬물을 끼얹는 것이다.

국립기후데이터센터에 따르면, 라니냐와 중부 및 동부 여러 주에 내린 눈 때문에 2008년은 미국에서 1997년 이후 가장 추운 해가 될 것이다. 태양의 평온한 상태 또한 지구 냉각화의 기초가 될 가능성이 있다. 올해 태양 흑점들과 태양 복사열은 태양의 주기에서 최하 수준에 접근하고 있으며 이에 상응하여 지구의 기온이 내려간다. 이런 주장은, 하버드-스미소니언 천체물리학자 샐리 밸리너스 박사의 믿음, 즉 태양의 변화가 탄산가스보다 훨씬 더 지구의 기온을 지배한다는 믿음에 반영돼 있다.

한편 국립기상청은 지난여름 앵커리지의 기온이 역사상 세 번째로 낮았다고 보고한다. 크레이그 메드리드는 앵커리지 데일리 뉴스에 “1980년 이후 지구 온난화를 올해보다 적게 반영한 여름은 없었다”고 썼다. 그 결과 알래스카 빙하의 중심부가 두꺼워지고 있다. 미국 지질조사국의 빙하학자 브루스 몰니아는 10월13일 메드리드 기자에게 “대부분의 빙하가 실제로 양의 물질 밸런스가 된 것은 오랜만의 일”이라고 말했다. 국립 설빙 데이터 센터가 북극해의 얼음이 올해 13.2% 확장된 사실을 발견한 것도 위와 비슷한 현상이다. 확장 면적은 텍사스주 크기인 27만 평방마일이다.

적도 건너편의 브라질은 이례적으로 9월 날씨가 추웠다. 9월에 눈이 내려 남부 여러 주에서 아름다운 풍경을 연출했다.

“지구 온난화는 끝났고 지구 온난화 이론은 틀렸다. 탄산가스가 세계의 기온을 높인다든가 어떤 결과적인 기후 변화를 초래한다는 증거는 존재하지 않는다”고 런던 임페리얼 칼리지의 우주물리학자 겸 기상 장기 예보 전문가 피어스 코빈이 10월28일 영국 의회 의원들에게 서한으로 통보했다. “1998년 이후 모든 해의 공식 자료에 따르면, 세계의 기온은 1998년보다 더 낮았으나 탄산가스는 급격히 증가했다.” 영국 하원에서 소위 “지구 온난화” 법안을 토의하고 있던 그날 밤 1922년 이후 처음으로 런던에 10월의 눈이 내렸다.

이러한 견해는, 라이프니츠 해양과학 연구소의 노엘 켄리시데 교수가 이끄는 5명의 독일 연구진의 견해와 비슷하다. 연구진은 네이처 5월호에 이렇게 결론지었다. “우리의 연구결과는 지구 표면 기온이 다음 10년 동안 상승하지 않을 가능성을 시사한다. 북대서양과 열대 태평양의 자연적인 기후변화가, 예상되는 인위적인 온난화를 일시적으로 상쇄하기 때문이다.”

이상의 모든 것은 셰브론의 돈을 받은 우익의 지구 평판설 신봉자들이 조작한 선전에 불과한 것일까.

<용어>BK21사업이란?

BK21(Brain Korea 21) 사업은 석·박사과정 학생과 박사후 과정생 등을 지원하는 '창의적 학문후속세대 양성'사업으로, 세계적 수준의 대학원 육성과 우수한 연구인력 양성을 위해 석·박사과정생 및 신진연구인력(박사후 연구원 및 계약교수)을 집중적으로 지원하는 고등교육 인력양성 사업이다.

BK21사업은 1995년부터 2005년까지 진행된 1단계와 2006년에 시작해 2012년에 끝나는 2단계로 이뤄져 있다.

2단계 BK21사업에는 올해 2659억원이 투입되는 등 총 2조원이 투입된다. 1단계 BK21 사업에서는 7년동안 총 1조3421억원이 지원됐다.

BK21사업의 지원대상은 244개 사업단, 321개 사업팀 등 총 565개 사업단(팀)이며, 사업단 평균 8억7000만원, 사업팀 1억7000만원을 지원받는다.

BK21사업에 대해 교육과학기술부는 연도별 사업기본계획 수립과 훈령 등 제도개선을, 한국학술진행재단은 평가계획 수립·추진과 예산집행 현장점검 등 집행 관리을 담당한다.

구글어스, 우주 이어 바다도 볼 수 있나?

[이데일리 임일곤기자] 구글 지도서비스 `구글어스(Google Earth)`가 지구와 우주에 이어 바다도 담을 것이란 소식이 외신과 블로거들 사이에서 흘러 나오고 있다.

28일 씨넷뉴스와 구글 관련 블로그 등에 따르면, 구글은 내달초 구글어스와 관련된 대형 발표를 계획 중이다.

구글은 최근 각 언론사에게 초청장을 보내 내달 2일 미국 샌프란시스코에서 구글어스와 관련된 특별한 발표를 할 것이라고 밝혔다.

이번 행사에는 앨고어 전 미국 부통령과 에릭 슈미츠 구글 CEO, 메리사 메이어 구글 부사장, 존 행크 구글 지도 최고책임자 등 유명인사가 연설자로 포함된 것으로 알려졌다.

구글은 지난 2006년 6월 `구글어스4`를 발표할 당시에도 이러한 유명인사들이 대거 참여한 바 있다. 당시 에릭 슈미츠 CEO와 구글 창업자인 레리 페이지, 세르게이 브린을 비롯해 존 행크 등이 참석한 적이 있었다.

이번 행사에도 유명 인사들이 대거 참석하면서 구글이 또한번 구글지도와 관련된 획기적인 서비스를 발표할 것으로 예상되고 있다.

구글은 초대장에 구체적인 언급은 안했지만 해양지도와 관련된 깜짝 발표를 할 것이란 전망이 나오고 있다.

특히 이번 발표회에는 실비아 이에르 내셔널 지오그래픽 해양부문 고문이 발표할 계획으로 알려져 이러한 주장에 힘이 실리고 있다.

블로거들 사이에선 바다속 지형을 3차원으로 볼 수 있는 서비스가 나오지 않겠냐는 주장도 제기되고 있다.

이에 대해 구글코리아측은 구체적인 내용에 대해 함구하고 있으나 "구글어스에 또다른 영역이 생기면서 서비스가 변할 것"이라며 새로운 서비스가 등장할 것임을 간접적으로 밝혔다.

[Kaleidoscope]Bringing an end to civil war







Are we in a civil war now? Many Koreans would say "Yes" without hesitation. Since the Roh administration triggered the war six years ago, South Korea has been engaged in a never-ending battle of ideologies. One year has already passed since the launch of the Lee administration, and yet the war between the Left and the Right continues, flooding every nook and cranny of our country. Indeed, never before has South Korea been torn like this since the Korean War.

For example, our secondary schools are still a turbulent political battlefield where Leftist teachers from the Korean Teachers and Educational Workers` Union doggedly fight against non-members and school authorities. And like helpless hostages, innocent students are often caught in the crossfire. At universities, faculty members are divided as radical or conservative, anti-American or pro-American, and for or against the candlelight demonstrations. At home, progressive sons revolt against their fathers, condemning their ideologies as hopelessly obsolete. These days, even the younger generations, divided by the so-called "386 generation" and the "silk generation" (those who are in their twenties), are antagonizing each other like cats and dogs.

Meanwhile, the media is at war as well. Currently, the South Korean media is split into two: conservative vs. radical, or rightwing vs. leftwing. Oftentimes, different papers give drastically different reports of the same issue, leaving readers quite confused. Young Koreans, who think of themselves as progressives, only read radical news sources like Hankyoreh or OhMyNews, whereas older people primarily read conservative newspapers such as Chosun, Dong-A or Joong-Ang. This results in a chasm between the two opposing groups that tears the country apart.

Politicians are even worse. In spite of the unprecedented financial crisis we now face, their immediate concern is not of how to overcome the crisis, but rather how to win skirmishes for political gain. Lawmakers from opposition parties` act like carnivorous animals, attacking their counterparts in the ruling party who they see as meek, vulnerable prey. Needless to say, it is the ordinary people who suffer the most from the negligence and incompetence of our politicians who play golf overseas in order to replenish their energy so that they could smash the door of the National Assembly building to sabotage urgent bills that must be passed.

As one professor recently diagnosed, South Korea indeed seems to be in a civil war these days. We used to call the Korean War "the 6/25 Civil War," for we thought it was an internal brawl between brothers. It then might not be going too far to say that the current situation in South Korea also resembles a civil war. Only this time, we are fighting a battle without guns and artillery. But radical ideologies are equally lethal; they will silently cause our society to deteriorate and eventually annihilate our civilization on this peninsula. Meanwhile, we are vulnerable to the threats from a hostile neighboring country that presumably possesses nuclear weapons.

The more serious problem is that we do not seem to realize the grave predicament that undermines our society. The futuristic movie, "Impostor," an adaptation of Phillip K. Dick`s sci-fi story, well illustrates this compelling situation. In 2079, the earth is at war with an alien species that attempts to dominate humankind. Once day, Spencer Olham, a prominent scientist who is affiliated with a government research lab, is suddenly accused of being an alien "replica" spy. While trying to prove his innocence, Spencer becomes a fugitive. At the end of the movie, an astonishing truth is revealed; not only Spencer, but also his wife, Maya, turn out to be "replica" spies that the alien force has sent to the earth.

The appalling thing is that the replica of Spencer firmly believes that he really is Spencer, not a spy from the outer space, up till the moment he discovers the body of the real Spencer. He does not realize that he carries a bomb in his body to assassinate a VIP. Who knows? Maybe we, too, have many brainwashed replicas in our society who also carry time bombs in their bodies like Spencer and yet, do not realize their true identity. When the time is up and the ticking finally stops, we may all be destroyed by the devastating blast.

Although a nation with a promising future, South Korea will not prosper and flourish if she is dragged into a civil war of ideologies. Recently, we were greatly encouraged by the success of our nation`s companies overseas. Hyundai`s Genesis has just been selected as the Car of the Year in the North American International Motor Show. And LG Display has been selected to supply LCD panels for Apple computers for the next five years. Why, then, are we wasting our energy on ideological warfare?" Let us now put an end to the civil war. Let us keep in mind a warning from an eminent historian: "A great civilization is not conquered from without until it has destroyed itself within.
